  18. <p>     Lima went on a wild shopping spree last week as nervous
  19. consumers cleared store shelves of essential products like rice
  20. and oil in anticipation of shortages and steep price increases.
  21. The hoarding made an inauspicious start for President Alberto
  22. Fujimori, who began his five-year term last week without
  23. delivering an expected recovery plan to reduce rampant
  24. underemployment and curb the country's 3,000% 1989 inflation
  25. rate.

  27. <p>     Right after taking office, Fujimori replaced the heads of
  28. the navy and air force, and declared a two-day bank holiday to
  29. give himself time to prepare his economic rescue program. But
  30. the President's economic team has been torn by disagreements,
  31. leading several members to resign. In a reversal of a campaign
  32. pledge not to resort to drastic shock-style policies, Fujimori
  33. hinted that he would cut price subsidies, raise taxes and
  34. streamline state-owned companies. Even by conservative
  35. estimates, such severe steps would cause inflation to skyrocket
  36. to 250% a month, exacerbate the recession and erode the
  37. salaries of the workers who elected Fujimori to help them.
